    You can always search around for lists of high PR forums and then manually create an account and make a few posts and of course add your links into the profile/signature.

    I recommend you tumblr or blog comments. This are a good source of high pr backlinks. If you want to scrape a lot of links and check PR you should use tools like scrapebox. After this you can just manually insert your backlink on the high PR page.

    Like what some comments said I think you can use the search engine to find the sites that you are looking for to get free backlinks. However I have read that the PR or page rank of the site it not being used by Google anymore. The Page Rank that you will see on a site may be an old one and it has no more use hence it can be obsolete to mean that the page rank may be much lower in reality.
