    there may be few issues which are:-
    • your taregted traffic is not good for your product or they are wrong people to whom you are advertising . (right product for the right people)
    • your website is new and people do not have much trust on it

    Some of the reasons why traffic is not converting are:
    the ads you are displaying on the site are not related to your niche, for instance, you might be using a about games when your site is about food.
    The ad units are at the wrong place. If you are using ads on the header and footer, they have low conversion rate. To maximize your conversion, you have to use ads inside your contents.

    You need to identify where the traffic is coming from and map out the conversions. In my opinion you've got a problem in target marketing. Get all the data first and then plan again.
