That's a bit of a gray area to be honest. Because there is both ethical and unethical promotional techniques used on Facebook. Both done manually by hand and tools software tools (bots) too. Generally, black hat Facebook promotion would be when you are using software tools to automate your promotion on it and basically spamming it. But even that can be brought into question and done ethically. It's only when you start spamming Facebook too much that is when it would be considered unethical or black hat. That said, Facebook promotion itself is a purely white hat SMO technique if you use it within the boundaries they set and don't upset anyone along the way.
