Yes it's literally when people stuff too many keywords into their website in every place they can like excessively using it in their title and on the page loads of times and then in the meta title, meta description, meta tags too much, too many times, excessively in the hope that by doing so, the page will have more of a chance for ranking for that keyword and similar keywords etc and it is a complete blackhat not to mention an incredibly spammy thing to do also. If you write great content you will will never need to do this!

I learned keyword or tagging just recently and whenever I create a thread in forums, I try to put in 3 keywords that I think are relevant to the topic. But maybe putting in more than 10 keywords in one web page is tantamount to keyword stuffing which can be considered a blackhat method that can make your website suspended by Google such that it cannot be considered for inclusion to the search list anymore.
