how to transfer fund from PayPal or visa card to another visa card or bank account?

hi,

I have a PayPal account related to visa card outside my country, I want to transfer funds from PayPal to my local visa card or local bank account,

also I can withdraw from PayPal to the visa associated to the account, is there any way to transfer funds from this visa card to my visa card or my local bank account?

sure you are right, my country is Egypt, so my visa and bank account are from Egypt, but egypt blocked in PayPal, so I make another visa card is from AEU then I make PayPal account with it,

now I need to transfer funds from PayPal or that AEU visa to my local Egyptian visa or bank account
