Google's SEO Report Card was released over 5 years ago now. It's still helpful in finding problem areas of your site that you can improve upon. It comes as a downloadable PDF which which you can read (offline or online). Google's SEO Report Card aims to identify potential areas for improvement in Google's product pages. If implemented the Report Card will help you to in gain knowledge areas such as;

Telling you about accepted optimization methods.
Showing how to make users find pages easily in the search engines.
Suggests staying away from user distracting acts that deter site’s performance in search engines.
Helps to improve web pages from both search engine and user’s perspective.

Most webmasters focus their sites to be optimized in Google search only. But there's no exact standard for SEO for someone to know all the exact do's and don't of SEO'ng websites. So Google gave access to its own SEO report card that looks at and analyzes the value of its own products. The PDF is the SEO report card is an excellent resource for you to learn how to properly engaged in SEO services. It was created by an actual Google employee who hand crafted the Google SEO Starter Guide.

I think the Google report card is a great tool for users who are not well versed with SEO methods and it will point out the shortcomings and the excessive acts on the SEO work on the site. However I have read in one discussion that the report card is not that valuable anymore so maybe we just have to ignore it and focus on more important SEO methods like the keywords and the backlink building.
