How to Place Order for Outsourcing Works?

The buyer 'gosocialnow' requested me to do some Data Entry works and the deadline was 09-05-14. However, the rate was fixed on 08-05-14, but the buyer told that he had no sufficient fund and requested to do a part of the job. I told him to place fresh and system wise order for part of the job. His reply was: 'I am not sure how to "place the order" -- I thought I already had ?'.
Now, how should he place the fresh order for part of the full job?

There is nothing difficult to place an order. Maybe your buyer doing some trick with you by asking you to start job first. Be aware.

Your buyer is surely tricking you down and I hope you must not fall in his trap. Sometimes there are frauds roaming on these kind of websites, however these websites took certain measures to keep them away but you have to be secure on your own.
