Is it possible to push bad publicity links down with backlinks?

I have a potential client with some rather negative and nasty news station coverage posted on the Web. Do you think it's possible to outrank links that powerful with massive backlinking done properly? When I say properly I mean Panda/Penguin compliant backlinks that are pinged and drip-fed for seven days. Any thoughts? Any advice?

if you do the backlinks properly the website will get ranked good and it will have unlimited traffic. But the key is to have a reliable source of backlinks. I provide that kind of services.
