What is the best SEO strategy to create backlinks for non latin keywords?

What is the best SEO strategy to create backlinks for non latin keywords. Ie: Arabic, Chinese, Greek etc.?

I'd say strategy remains the same. But the thing is that people should consider making brand. And it'd be reasonable to understand that backlink formation takes time. And we have to be considering the keywords, links and the content. So if it works out then it can be good enough. But most of the time such strategy don't work out from what I have seen so far. It just makes things a bit harder from what we see. So hire some SEO professional and see where it takes you.
