The best strategy is to always do White Hat backlinking and your site would never be banned in any way.

When backlinking is mentioned, what comes to my mind is the advice that I read in one discussion in this site. Build your backlinks in popular websites only and save time in what you spend for that activity. Posting your backlink in obscure or dead websites will give you nothing in return while posting your backlink in a very popular blog can easily get you a good number of traffic. That is called quality backlink.
