yes it matters because if you use your OWN html and css make it unique it helps in ranking and if you use the interment template it wont be that effected.

Are you sure you want to delete this post?

I don't think SEO algorithm work on the code level of the page. So that's not relevant. They look at the keywords, loading time of webpage. But other than that there should be no problem for sure. Because if loading time were to be problem, lot of sites would be banned. So CSS, JS and HTML version has no impact on the SEO algorithm.
