Ya, as Search Engines do not know how to read a picture and get it relevance to the topic you wrote so they see the Alt tag to see the relevance to the topic.

Yep, they sure do.

As the others mentioned, Google and other search engines have no idea what a picture actually is. They need the words that you include in order to figure out what it is.

That being said, do not keyword stuff to try to game the system. They will know.

Yes search engines slurp alt tag data. Alt tags are really used for people with visual impairments. Screen readers like JAWS helps to bridge the gap: http://www.freedomscientific.com/Products/Blindness/Jaws

For SEO the actual naming convention of a picture that uses a keyword plays even a bigger roll with search engines, especially when it is a clickable picture. Search engines spider links to find new pages and a HREF attribute for a picture carries more weight. It is always best to do everything you can for on page optimization because it only make your website more relevant.
