    I believe we can be pretty sure that by displaying Adsense on high trafficked pages in optimal spots, is the best way to go. Remove Adsense from low performing pages. Remove them from sidebars and footers, if they are not performing, as well.

    If you have relevant ads, your CTR will increase. In order to have relevant ads, you need to have focus keywords on your content and website. If you have focus keywords, Google will place relevant ads. Fir instance, I have a travel blog and I am using keywords like treking, mountaineering, rafting etc. The ads displayed on my website are always related to my keywords. Visitors come to my website to lean on these topics, when they see relevant ads, they will click it.

    I think the ads by Adsense are always related to the keywords that you have tagged your contents with although some say that Adsense has a randomizer that will choose the ads for your site. But whatever the ads that Adsense place on your site it will depend on the kind of readers that you have if they will click on the ad or now. Whatever you may do will not matter much.
