First of all, you need a website. In order to use adsense you need a website where you can publish adsense ads. Your website needs valuable contents. Google will never approve a website that has no contents or few contents.
When you have enough contents and already generating traffic, you can apply for adsense. Upon approval, you will get a code, you can use this code on your website to place google ads. When you earn at least $10, Google will ask for address verification. You will receive payment from adsense only when your address is manually verified.

I think you should create more content if you have less,then make sure all the posts on your blog are all original posts,if you have other adverts on the blog you could bring down before applying for Google AdSense so that you could be approved without delay.Apply through the Adsense button on your site.

If you want to use adsense, having original and unique posts is very important. You will never be approved if your blog contains contents on heavily saturated topics or duplicate contents. Second important thing is having good quantiy of contents. Before you apply you should already have 20-25 well-written articles on your blog. Third important thing is having a good design.
