I think keyword stuffing is one of the techniques of keyword spamming. I think keyword stuffing means by adding multiple related keywords in a content, title or in any part of the page to gain ranking in SERP for the keywords that has been added.

Keyword stuffing is considered to be an unethical search engine optimization (SEO) technique. Keyword stuffing occurs when a web page is loaded with keywords in the meta tags or in content. The repetition of words in meta tags may explain why many search engines no longer use these tags.

Please correct me if I’m wrong on my understanding of keyword stuffing. Aside from putting in keywords in the tag, you can also put the keywords on your content. For example the keyword is quadriceps and in your article that word appeared 25 times. What do you think will be the impression of the readers? And your website may be penalized by Google for such excessive use of a keyword.
