That's all depends on the competition in the search term and if you can use some longtail keywords. I have pages that only use on keyword and other that have around 50 to 80. All on All I will suggest that you use around 10 to 15 on each page and optimize the landing page perfect for those keywords.

Suggestions:
Make sure all words are spelled correctly.
Try different keywords.
Try more general keywords.
Try fewer keywords.

My sites are primarily content sites. Content sites contain numerous articles. each of my articles has 3-4 focus keywords and there are at least 5 percent keywords in my article. One of my sites is a travel blog, There are numerous subtopics in travel category, for instance, trekking, mountaineering, adventure sports, city tours, vacation etc. Article on each sub topic will be very different from another sub topic, therefore, I will have to use different keywords for different articles. For instance, the focus keywords on the article about trekking will be different from the focus keywords on the article about rafting.
