I know I'm not the only person to have noticed a lot of buyers spending $5 or $10 on an SEO or backlink service and then complaining about their rankings not spiking to the top a few days later. In fact, I think most of the people who are purchasing $1 backlinks think that you can spend a little bit of money on 100,000+ backlinks and rank #1 for a very competitive keyword, which isn't the case at all because Google is much smarter than that lol.
If you're doing SEO yourself, manually, you know that it takes time to place just one link and that it's not even guaranteed to stick because authority websites will delete it if it's deemed spammy. You could spend 1 hour a day placing links and only have 10 live at the end of the week, that's how difficult SEO actually is, and that's why purchasing 100,000 backlinks for a few bucks is so enticing.
There's no easy street when it comes to SEO, no one has an easy button at their disposal and that's why they're selling backlinks for so cheap, and no great company is going to sell a monthly SEO service for a competitive niche for anywhere near the $1 to $10 range. I recently stumbled upon a WTB and saw someone wanting to get ranked for a super competitive keyword and they only wanted to pay $10 for it, and people were actually bidding in the $10 range! Below are some things you need to think about when doing SEO or outsourcing it.
Good SEO will cost a premium
No company will sell their amazing service for a few bucks, you'll have to pay a premium if you really want to see a spike in the rankings. Think about it, the absolute cheapest package my SEO service offers is $550 a month for a minimum of 1 year. This means that it would cost a company $6,600 a year at the very least if they wanted to work with my company. I do offer higher priced packages, ones that include much more work for websites that need a bigger boost, and those are usually in the $3,000 to even $10,000 a month price range. Now, I don't sell these too often because people are always looking for the bottom of the barrel SEO, but this just gives you an idea of what real SEO will cost you.
Great SEO takes time
Like I already mentioned, I make clients sign a 1-year contract because I know it will take a lot of time and effort in order to get a website ranked the right way without damaging anything or gaining a penalty. When you're paying a few bucks for SEO, you are hiring someone that doesn't really care much about your rankings and you're taking a chance to see if their service actually works. I myself will never pay for a $5 service and aim it at my main website, regardless of the positive reviews the service has and the ranking boost it promises, because it's easier to kill a hub for backlinks than it is hundreds of thousands of backlinks aimed at my website.
I mentioned that you could spend 1 hour a day placing links around the internet for your website and only have 10 links at the end of the week. This is a great indicator that a credible SEO agency will need to be paid much more than $5 to get your ranked legitimately for a long time. Think about it, if you were paying $5 for an "SEO campaign" and they're doing 1 hour of work each week, you're paying them $1 a day for 5 business days. That means you're essentially paying them $1 an hour and no one can really live off of that. Go over to a pay per hour work style platform and check what people in India are charging, you'll likely see they are in the $2 to $4 range, which means even they won't do legitimate work for your $1 an hour price range lol.
Amazing SEO companies require contracts
An amazing SEO and Online Marketing company will require you to sign a contract because they know it takes time, and they also want to make sure you're serious about boosting your rankings. A contract will scare off a lot of scammers who just intend on filing a chargeback after the work is done, mainly because the contract is legally binding and the client can be sent to collections which will kill their personal credit and hurt any major purchasing decision later on down the road.
A contract is more than a legally binding agreement, it's a show of trust that you want to get serious about your SEO, and the companies that are making their client's sign contracts are likely the ones that can actually get you top rankings for difficult keywords.
I've had plenty of people want to pay me thousands of dollars a month and change their mind when I tell them I have 6 months and 1-year contracts. I then realize they thought SEO was a one time purchase, like buying dinner or a washing machine, but in reality, you need to continuously do it in order to be successful. Even when you're ranked #1 for your keywords you need to keep doing SEO to stick there for a while 
Your $10 backlinks should be seen as a booster
Don't get me wrong, cheap backlinks do help at some point, but they should never be seen as something that will get your website top rankings in a short amount of time. I've purchased cheap backlink services for tier 2 and tier 3 links in order to boost them and eventually get some link juice down the line to my main website. Think about it, if you boost your tier 3 links it means your tier 2 links are getting better. If you then boost your tier 2 links, your tier 1 links are getting better, and your tier 1 links are aimed at your main website
In conclusion
You can't spend $10 a month and think you're going to strike it rich when you rank for "pay day loans" in the next 24 hours. If the search engines worked like that, we would all be billionaires who have our own yachts and bugattis Amazing SEO done by a legitimate company will cost a premium and a contract is likely what you'll be signing if you're serious about boosting your rankings. You can't take any shortcuts when it comes to SEO and Online Marketing because if you do take them, you'll likely hurt your rankings in the long run.
