What are the different levels? I see one guy with a level x3. what does this mean, please

Each user level comes with benefits. Much like real age. In Sweden for instance, you can buy cigarettes and get your drivers license at the age of 18 and you can buy alcohol & liquor when you're 20 years old. That's "benefits" in real life, right? - On SEOClerks, I'm a Level X5 user, which is the highest user level there is. Which also comes with the most benefits.
