Well, just don't get backlinks from bad neighborhoods, having a bad reputation in Google's eyes.

Pardon me but your question is not so clear. Maybe what you mean is how to build backlinks because that is the more logical question for a new site. But anyway if what you really mean is not to do link building then just keep quiet with your site which means do not work on the promotion of your site whether in social media or in other site. Marketing work will build your backlinks so do not do marketing work.
