I have not encountered that term but based on the comment above that it is like Blogger which is a blogging platform where you can create your own mini site. That is wonderful for users like us particularly because I am assuming that it is free to the public. However I am thinking that it may be a competitor to Wordpress because it is a fact that Wordpress is the most popular platform for a website now.
