A really effective link wheel strategy will focus on strong first tier backlinks from high page rank wiki and authority sites. Once you have those in place, you will want to backlink those pages from your lower quality sites. Just don't use any obvious pattern or predictable backlinking method. Google is good about picking up obvious backlinking patterns and flagging them as unnatural.

as i know nowday the best way for link wheel is social media mixed with some edu and gov links web 2.0 not working good for now
