    You may get penalized if you are caught. And not all links that you buy will help you. Some could harm your efforts in SEO rather then help you.

    No there are many times when you will not know if they are going to help or hurt your site. It is best sometimes just to pass on doing this.

    Do Follow is important but No Follow is more or less important too. Main thing that matters is where you are getting your backlinks from. What is the PR of the sites? Wiki? Edu? Gov?
