Have you tried asking Google yourself?
I mean, you can submit your site for approval. And if they approved it, it's allowed, if not, there should be reasons stated on the mail.

For google adsense ads, click through rates varies from location to location. You earn more if your ads receive clicks from the US, UK and Canada and you earn less for the clicks received from Asia and Africa. People from any location, including India, can earn from Adsense, however, how much you earn depends on the location of your traffic. Therefore, you should always focus on the traffic from the US, the UK and canada.
