Automatically updating a static website

Is there any way to schedule a page to be published on a static HTML website, much the way you would with a Wordpress blog where you could specify date of publication for a post?

The only way I can think to update a static website without changing the page is with an RSS feed.

Are you sure you want to delete this post?

Maybe that would be an option with a content management system, not just Wordpress. Have you checked out Joomla or any other CMS? Or, maybe you could just hire someone to publish the page for you, if you don't have time.
