How to get targeted Twitter followers from non-English countries?

I am interested in finding out how to get targeted Twitter followers from non-English speaking countries. I want real followers, not fake. How do I target these people to make them follow me on Twitter?

I guess it's best to find someone popular with a lot of followers from targeted country and start following them daily. Then weekly or monthly unfollow unfollowers to clean up list. It would be good if you can send out tweets written in language which is used in targeted country.
Also you can use Twitter advanced search to search for people by language or by places to find more users you targeting
