How to check Twitter account quality?

If I were to buy a tweet from the sponsored tweets section or buy someones twitter account, how could I check the twitter account quality? Is there even such a way to check quality?

Well first of all look at how many followers that specific account haves. As more as better.
Second, I suggest you take a look at the followers themselves, if most of them seem to be real people, then the quality might be good.

As what I had seen on the comments above the number of followers is a good indication of the quality of the Twitter account because when the tweets are not good some followers will leave you. Maybe you can also check the amount of tweets that were retweeted by the followers because it makes sense to see that a tweet was retweeted which means it is good.
