When do you consider service complete?

Lets say selling visitors or hits. Is it complete when set it up or is it complete when finished? I could see it going either way.

the better way is to say it when finished ..... but if ur campaign is going to run for 30-90 days or so then u cannot wait till that period then in that case just consult with ur client and tell him y have started the campaign properly and it will keep on running smoothly , and submit it and even ask ur client to consult privately for any clashes instead of giving negative feedback that the user just gave me half clicks or views etc ......
