how does find low OBL and high OBL sites ? is it affect ranking improvement and seo ?
if my site get low obl backlinks than serp will move better ? please help me out and explain in depth what is OBL and what is the important of this ? reply me as soon as possible

I don't know any manual method, i usually use "ScrapeBox" to scrape URL with footprint and then use the Free Addon to filter the OBL websites.
There is high chance that your site get rank if there is low OBL, but please keep in mind, if the website/blog is not related to your site content the there is probability that you link will consider as spam instead of rank, and you rank will goes down instead or up.
So be care full with Backlinks always try to put your backlinks on relevant content. I TOLD YOU THIS BY MY EXPERIENCE, i don't know what other SEO Expert/GURU told you.
