Best SEO service for advice, backlinks and local citations?

I have site I built using all the Yoast SEO tools from a plugins from wordpress.

Followed all the advice, Keywords in H2 title, in the body, meta description, linked site to facebook, twitter and Goggle + ect ... still not where I want to be :-(

Which company out there gives best advice about SEO - like, what mistakes I may have made, and what do in the future.

Also, I need backlinks

would the same company do citations for local SEO?

Here are my best recommendations for On-Page SEO

1. Create a landing page on your website with your keyword in the domain
2. Make sure keyword appears in meta title, meta description and meta keywords and h1 tag
3. Create at least 250 words of unique content on that landing page
4. Make sure keyword density is set to 1-3% on this page

Then create backlinks to your landing page

30% of your links should have exact match anchor text
30% of your links should have partial match anchor text
30% of your links should have URL match anchor text
10% of your links should have Generic match anchor text

Few years back one of my friend had the same problem. He got in touch with one company who provided manual feedback about each and every page in the website and also helped to clear off most errors.

Maybe you can choose companies like these as they are the one who would be able to help you.

I see a couple of mistakes I made on website. But nothing a couple 301 redirects won't fix.
So I can do steps 1 through 4, as far as the backlinks is a company that should recommend going with?
