The answer from the User Level page is the only answer to give because it's staff selected, simple as that. Rating, orders and any other numbers that can be automated calculated are not something looked at when it comes to Level X.
Level X is given to those users who have done above the norm that made them stand out to staff, this really could be anything. It's all about getting noticed.
Sending in requests for Level X will only likely ensure that you're never Level X.
