    Should you link to sites that have a lower pagerank than yours does? Yes if there is reason or call to for it. Example, linking to another site that is related to yours that adds some value to your page. That way, even if the site has a lower pagerank score than yours, you're adding value to your page by linking to another resource that is of interest and value to the reader. Try not to think of doing things in terms of PR. Try to think about the value that it will add to the reader in some way. Many people hesitate to do something because they're so caught up in PR that they fail to see the value that something has purely because it might have a low Page Rank. But that's not what it's about. It's about adding value to your reader(s). It's about opening the web to them and by linking to another resource that is related to yours or not, that will pay dividends regardless to what its PR is or is not. There is actually a lot of benefit to linking out to high PR, high authority sites in your content. That adds an extra element of credibility to your content to the reader and can help that content rank higher in the SERPs too. Should I link to sites that have a lower pagerank then mine?

    How would that matter if you was linking to them though? It's not important to link to sites that have high traffic volume or not. All that matters is if it's a valuable resource to give to your reader or not.

    Linking to other sites will not increase your Page Rank. Page Rank is a measure of how many sites (links) are pointing to YOUR site, not how many links you have on your site linking out. And having too many links pointing out, that aren't no follow, will mean that your Page Rank will be sent to those links (sites) so will actually decrease your PR anyway.

    They are talking about linking out to another site not getting links from other sites. Although I do agree with what you're saying! Even though PR is no longer visible because it's been disabled for the public, your statement is pretty true. But not always, it depends, such as if the site is related to yours in some way and offers the reader some value somehow. In those cases, it would be okay, regardless to if it's a high PR site or not.

    backlinking means linking your sites to the better sites. Linking to the inferior sites, linking to the sites that have lower page rank than yours, is bad linking. This is not going to help you. When you backlink, you should always backlink to reputed sites, sites that have higher pagerank than yours.
    linking to other sites with a lower page rank than yours is also not a good idea. In fact linking to other site is not recommended. when you link your website to other website, you are giving away traffic.
