Try to install a SEO plugin where you can insert your keywords.
Also, you can make a section for the site (not visible on the first page) where to write some articles related to your business/keywords.

Definitely make great use of your META tags in this situation.
You could also include some header/footer links to some onsite content or a blog.

This would greatly negate the difficulties of the scenario.

This is also my question if there is a web page that is all graphics and captions only. I guess we have to suffice with the meta tags for the keywords if there are no long paragraphs where we can insert the keywords. But maybe we can just include one long paragraph so that we will not have an issue with the keywords. By the way the number of keywords should be limited.
