That happened after last penguin update. I even saw sites with "page under construction" in the #2 - #3 places for some pretty high competitive keywords.

I don’t understand what you are saying about having no contents and yet they are top listed. Have you tried using Bing or Yahoo to counter check what you are seeing? I cannot say that Google is wrong because it is quite impossible unless it is your browser that is acting up. Next time you encounter that kind of phenomenon please post the links of those sites with no contents so we can also check it. Pardon me for saying this but for now I consider this discussion as hearsay and rumor.
