    If your domain is a generic TLD such as .com, .net, .org, .info, .biz, .co or .me. Then you can target a specific country through the Google web master tools. there is an option for geo targeting in Google web master tools. If it is a CCTLD, then there is no need to target a specific country. Google will automatically target for the country according to the CCTLD. Let's say your site is a .ca domain, then it will target Canada.
