how the google penguin update is affecting link building?

Does anyone here have the scoop on how the google penguin update is affecting link building? As in how should we be building them now. I used to include paragraphs of text with anchor text and links inside the paragraphs, but lately that doesn't seem to be having much a affect on the pages I am trying to move up the search listings. So I thought I would ask here if there was a new way to go about link building or if blog commenting, forum posting etc. just wasn't working well any more.

Yes is affective for link building. If you want max result for backlink, you should use backlink method with tier link. So, build backlink to your website from high authority web then build backlink again for your backlink. For medium competition, you should use 2-3 tier backlink method
