In the startup phase I would spend at least 4 hours a day on SEO. However this includes content creation. If you feel the need to do SEO it's always good to do it.

Are you sure you want to delete this post?

It will depend on the importance of your small business to you. If that is your only business and you plan to make it your livelihood then I’d say the time you devote should be full time. Like if you have launched a forum, you have to be monitoring and joining the community all your waking hours. In a business website, you never tire in promoting your business not only in social media but in all other websites that allow the posting of website promotions.
