    Tier 2 & 3 backlinks refer to second level links used for tiered linking. Tier 2 & 3 are low quality backlinks pointing not to the money site, but to pages hosting good quality links - aka first tier links - directed towards the money site.

    Tier 2nd is actually comes after tier 1st, and tier 1st is your main backlinks you did for your moneypage/site, tier 2nd is those backlinks your blast for tier 1st

    My understanding is that you have tier 1 links that actually link to your site. But to throw google off, instead of having hundreds or thousands of new links all of a sudden show up at your site, tier 2 links point to the tier 1 links to increase their credibility. It makes it more about quality and quantity. Tier 3 links do the same to tier 2 and in this way, your site has less numbers, but higher ranking inbound links, which google likes better.
