How do you make an instant payment with google checkout or paypal?

i paid via paypal but they're trying to send an "eCheck" which takes a few days. Is google checkout instant? (the website i'm making a purchase on doesn't directly take payments they use paypal or google checkout and even amazon)

Is it brand new paypal account you're sending from?
To be able to send instant payment you need to add and verify bank account or credit card.
