You can reach level 3 with a 90% rating. To increase your rating you could try completing order to a better standard to gain better positive feedback from your buyers.

To get out of negative rating ask buyers to leave positive feedback and when you get more sales your rating will go back up

when deliver your work you ask your customer to give nice feed back i.e positive rating so that you can increase your rating hen you will be getting above 90% rating
