    First of all you must optimize your own page. This includes creating of proper meta tags such us title description and keywords. Most important thing is content of your site witch must contain keywords listed in meta. Only if you get this things done you can prosed to external optimization. This includes link building social signals and many other things. Black hat includes spam, fooling robots and other, but we use this only in rare situations when our client desire it.

    Google really ignores keyword meta tag in rankings, but this is not only one use of it. It's used by many other sites like social bookmarking services, social networks and others. keywords still has indirect influence on rankings. You will find many inconveniences with absent keywords when you  use most seo technics.

    yeah , linkwheels are also strong ranking in seo world, but its depends on how to create it for your website,

    I wonder why there is no suggestion about contents. For me, the contents is the primary element when it comes to SEO of the website because without contents, there will be no website to speak of. And if the content is of good quality that you upload regularly on the website then the search engine will be giving you a high ranking in the search list. And with that high ranking, your website tends to get new traffic from the searchers since your website is in a vantage position regarding the search list.
