It's quite disputable where is the line between white and black hat. Generally, you can safely say that mass backlinks are white hat technique. Some people like to believe that backlinks of high quality, in small numbers are white hat. However, as white hat means more or less playing by Google ToS, it's more of link baiting technique, so you want to provide high quality content, which people will love and link themselves. For example, of course, there are many more methods. Generally, you only want to go with black hat when you really know what you are doing, otherwise you will slip sooner or later. White hat is more time demanding, but it's safer in long run (again, if you are not proficient in black hat).
