Is PHP switch function good for SEO?

Say you have a website, and it only includes a couple pages, but the main used pages is actually one page.. for example:

index.php?action=home
index.php?action=index
index.php?action=categories
index.php?action=posts
index.php?action=keywords

Say that the "pages" don't have metatags because one header is used throughout the entire page which includes the meta description and meta keywords, etc of the index of the site, what is the best way to SEO this, and is this good for SEO?
