Do Bing backlinks matter when it comes to Google SERPs?

I don’t understand what you mean by Bing backlinks. What I understand with backlinks is the post that you make on another website regarding your site. For example you posted in a forum that your blog is related to the current news. More likely you will include your link and that link is what we call backlink. When someone in the forum clicks on that backlink then it will result in traffic to your website. So where does Bing comes into the picture?
