In order to use ADsense, you need a website with high quality contents. If you don't have high quality contents, you will never be approved for adsense. Even if you already have adsense and use it on your site, you have to adhere to adsense policy that you will be publishing quality contents.

What do you mean by making a blog only for earning? In order to earn from Adsense, you need to have a blog that gets a good amount of traffic. And to do that, you need to post relevant articles to your niche. In other words, your blog should be an honest-to-goodness blog that has good contents, interesting information, nicely written and the updates are regular in frequency. With that, your blog will be earning and it will be allowed, of course.
