They certainly do not hurt, and can bring in some new traffic, but shouldn't be used exclusively.

Traffic Exchange does not help your website. Let me illustrate this. You pay a certain traffic exchange site for traffic. The site will ask its followers to check your link. In less than 24 hours, you will get hundreds of visitors on your website. How long these visitors will remain on your site depends on how much you are paying, it is generally between 10-30 seconds. Since these visitors are only doing their daily surfing quota, they will not check out your webpages, there will be no interaction. Traffic Exchange will only give you number of visitors, and nothing more than than. Earning of your website is depended on conversion however, there will be no conversion from the traffic exchange views.
