Generally speaking, backlinks are the key to getting high PR (Google PR tool has been outdated now, and currently PR is used by Google for internal analysis of websites). However, you also have to focus on quality of the content, unique design of the website, faster loading of the website and visitors engagements on your website.

The best way of affecting the page ranking is the contents. Uploading to your website regularly of good contents can definitely give you a higher ranking in terms of the search results list. But the good content means a well written article or any other type of writing like forum threads that is not only fresh and unique but also directly related to the niche. From what I had read in the discussions on this site, that when you focus on that kind of content, you can forget the backlinks.
