    Ofcourse it can. All you need is good and unique content. You can stay on top with less than 50 backlinks also.

    The backlinks is just one element in the SEO methods. And although the backlinks can provide a good amount of traffic to your website, there are other factors that can help your website stay on top of the heap regarding search engines. Do not forget that the backbone of the website is the content and search engines are aware of that. If you upload good contents regularly then you have a good fighting chance with the ranking in the search list of the search engines.
