Yes... it can, it all depends about the content in this situation.

It have be so good that it will be it's own promoter, this meaning it must such a good impression so the visitors will suggest the website to friends for sure.

yes, it can, however, in order to survive without off page optimization, your blog should contain highly optimized contents. I once had an article that ranked #1 in Google in the given keyword and the article did not have any backlink. The blog post was in highly controversial topic.

I don’t know exactly what you mean by surviving without an off page SEO campaigns. If that includes marketing the blog in social media then how would your blog get readers? And maybe if the content of your blog is extra special like a very controversial article then you have the hope that your present readers will share the link to their internet friends and it may even go viral. But for an ordinary blog, not doing any off page SEO campaign may kill the blog.
