Has anyone manage to gain .gov backlinks?

I never managed to acquire a .gov backlink.
I'm not talking about buying these links from someone else, like a backlinks sellers, because I doubt a .gov backlink can be earned easily for anyone that pays "10 dollars".

I'm talking about the real deal here, real backlinks, naturally earned or at least white-grey-hat. What is the process of acquiring such a link? Has anyone here managed to pull off something like this?
Also, I would imagine not all niches are capable of getting a .gov backlink, right? Some have more chances than others. What is your take on all of this?

I have read in many discussions that high quality backlinks are what you can get from Edu and Gov sites. When I checked some of our local sites in that same category, I don’t think it is easy to get into it that’s why I have the notion that SEO guys are saying it is a high quality link simply because you cannot just get a backlink from those sites.
