One section of Google+ Page profile is Dofollow while the Other is nofollow.

Its nofollow. You can check it your self by installing search status add-ons. Then open your G+ profile right click on on search status add-ons - Highlight Nofollow Links. Then it highlights all nofollow links.

I am confused with the no-follow and do-follow until now. But with regards to increase the page rank via Google Plus I know there are ways and means to do it. My suggestion is to keep your site up to date with the contents and don’t forget to tag the contents with keywords that are unique and related to the content. Uploading new contents frequently will definitely push your site’s ranking upward.
